The major reform set to take effect in December corrects a territorial injustice: full funding of the wheelchair (FR) by the National Health Insurance (AM) guarantees a single national standard of coverage for the equipment.
Equipment Uniformity and Service Inequality
The optimistic scenario is administrative simplification for equipment. For Social Workers, the FR’s funding base is secured and homogenous. For beneficiaries, it is equity for the material.
However, we must remain clear-headed about the pessimistic scenario. Uniformity is limited to the FR (the equipment). Aid for human assistance and adaptation (PCH components) remains dependent on Departmental budgets. Geographic inequality persists in services, which has a direct impact on the coordination of home helpers. Our home helpers must expect that the complexity of interventions and schedules (linked to the number of PCH hours) will continue to vary by region. My coordination role is to adapt the organization of human assistance to these local variations.
